Applications & Policies

A permit is required for all Residential and Commercial construction in the City of Spring Valley Village. Below, you will find all applicable information for requesting a permit, available applications, and the current adopted fee schedule. Should you need additional assistance, you can call City Hall at 713-465-8308. As of October 1, 2020, The City of Spring Valley Village will no longer accept paper copies of plans and permit applications. All documents, including the application, can be uploaded to our permit portal HERE. (First Time? Please see the message below) The Miscellaneous Residential Application should be used for the following: Driveway/Walkway, Deck/Patio, Fences, Foundation Repair, Generator-Slab, and Roof Replacement.

**If this is your company’s first submittal on the new portal, please send a copy of your general liability to permits@springvalleytx.com , and in the body of the e-mail, let us know you are a first-time user.  We will set up the contractor account and then will provide you with an access code to create your account.**

Permit Fees

Permit Fees are updated regularly by the City Council of the City of Spring Valley Village. Please find the most recent Building Permit Fee Schedule. Permit fees can be paid by cash, check, money order, or credit/debit cards. (Note: There will be an additional 3% fee for all credit/debit card payments.)

Builders

Is there a utility account set up for your project?  If not, please go here and download an application. There is a requirement for a minimum of a  1" meter for the fire sprinkler. Please check with the utility department after there is an established utility account and verify if you need to purchase a 1" meter. There is often a wait time for the installation and it is better to get this taken care of at the start of the project.

Garage Sale Permits 


Garage Sale Permits are required under Code of Ordinances, Chapter 4, Section 4.202, Temporary sales. Applications are available at City Hall, and the fee is $5. Recipients are required to post the permit and receipt on the sale premises.
