24/7 Fire and Emergency Medical Services are provided to all residents and all visitors of the City of Spring Valley Village by the Village Fire Department (VFD).
Under the terms of the Village Fire Department Interlocal Cooperation Agreement, signed in December 1978, the (6) Memorial Villages established a common municipal fire department to provide fire protection and emergency ambulance service for the property and inhabitants of each such city from and after January 1, 1979. The VFD is collectively owned and operated by the (6) cities.
To supervise and administer the provisions of the Interlocal and the affairs of the VFD, a Board of (6) Commissioners was established. This Board consists of (1) commissioner from each of the contracting cities, named by formal resolution or ordinance of the city council of each city.
The VFD and the Board have the privileges and immunities of a municipal fire department under the laws of the State of Texas and the U.S. The powers and responsibilities of the Board of the VFD can be found on the VFD website. The services provided by the VFD are regulated by The Texas Commission on Fire Protection (TCFP).
The Board operates under the provisions of the Texas Open Meetings Act. Meetings, agendas, opportunities for public comment, open records compliance, and Roberts Rules of Order are all similar if not identical to that of each participating city’s council.
Board meetings are held in the VFD Emergency Operations Center (EOC) at 901 Corbindale Rd on the 4th Wed of each month. These are Open meetings, and the public is invited and encouraged to attend. Schedules and past agendas can be found on the VFD website.

The department has 46 full-time employees. We provide both fire and emergency medical services for the citizens of the Villages. The department also has a full-time Fire Marshal with a fully trained inspection staff.
